A new expert report prepared by seven academics from Dokuz Eylül University and Istanbul Technical University on İsias Hotel has revealed that the building was not constructed according to earthquake regulations.

The report also stated that a soil survey was not conducted and the concrete quality was insufficient.

The striking details of the 170-page report prepared by seven academics from Dokuz Eylül University and Istanbul Technical University on İsias Hotel are being shared with the public.

The report noted that the aggregates used in the concrete production for the building were defective, and the concrete’s compressive strength was inconsistent.

It was also added that openings were made in the ribbed slab for two elevators and a utility shaft shown in the architectural project under the renovation permit issued in 2001.

Noting that the hotel lacked sufficient earthquake safety measures, the report stressed that a soil survey had been mandatory in Adıyaman since September 2, 1999, but was not conducted on the parcel where the hotel is located.

Stating that the concrete quality was inadequate for the hotel, the report noted, “If during the renovation permit process in 2001, the material properties, element dimensions, reinforcement amounts, etc., had been determined and designed according to the 1998 Earthquake Regulation, the building would not have been expected to collapse in this earthquake.”

The fifth hearing of the case being held at Adıyaman’s 3rd High Criminal Court will take place on December 3.
