
The Undersecretary of the State Planning Organization, Durali Güçlüsoy, has provided significant insights into the Turkish Republic of Northern Cyprus’ (TRNC) new Development Plan process.
Speaking to BRT, Güçlüsoy emphasized that the primary goal of the plan is to strategically shape and plan the future of the TRNC.
Highlighting the importance of fiscal discipline, Güçlüsoy stated, “Public financial discipline will be ensured, and the implementation and monitoring of the plan will be carried out.”
He noted that, under the leadership of Prime Minister Ünal Üstel, a long-overdue development plan has been initiated after nearly three decades.
During his interview with BRT, the Undersecretary of the State Planning Organization Durali Güçlüsoy underlined the extensive participation in the preparation phase of the plan. He stressed that the process will be closely monitored to ensure public financial stability. “What matters most to us is the ownership and applicability of this plan,” he added.
He further explained that the Development Plan is not merely a document but a comprehensive initiative that will be strictly implemented.
“Progress reports will be prepared and published at 6, 9, and 12-month intervals through monitoring and coordination departments. Institutions will be required to align their budgets with the plan’s projections,” Güçlüsoy stated.
Technical teams are currently finalizing the last adjustments, with the plan expected to be submitted to the Republic’s Assembly at the beginning of February. “Moving forward, we will establish a monitoring mechanism to ensure institutions fulfil their assigned tasks,” he said, reinforcing that one of the primary objectives is to maintain public financial discipline.
Güçlüsoy stressed that financial discipline is crucial for sustainable economic growth. “For the economy to grow in a quality-driven manner, fiscal discipline is essential. Our financial policies must be formulated without causing inflation. The Development Plan incorporates oversight mechanisms to ensure this discipline,” he remarked.
Expressing gratitude for Türkiye’s contributions, Güçlüsoy acknowledged the support from the Strategy and Budget Presidency of the Turkish Republic. He emphasized the importance of managing the process effectively, stating, “It is crucial to not only draft the plan but also to ensure its proper execution. With the technical support from Türkiye, we will manage this process in the best possible way.”
